You don't have to be observant though it's certainly helpful if you're doing anything harder than a FATE. It's rote memorization. Pull X amount of mobs, X amount of TP-users. Do I use Goad? Answer should be pretty obvious.

Not when one never play or lV up a Warrior knows how consuming OP will take or how many times the War can use OP until he ran dry. Much like a tank won't know that aggro that being generated on a mobs from a melee will be higher than from a caster unless he plays such class. It certainly is helpful and makes everyone happy, I don't dismiss that. However, you CAN NOT blame people or CALL people lazy for not using Goad or TP song when you need it without asking. And like I said, only a BAD tank would sorely rely on OP to keeping aggro until he ran dry and in dire need of Goad or TP song. So unless, you really want to keep making him bad till worse by providing him free food and make him think he is doing it right, you have to correct them.
