Lock out is to heavy handed

I had to withdraw 3 times yesterday. I was leveling Ninja and kept getting stuck in combat chased across half the zone before it would allow me to change jobs to accept. You also can't accept the queue in a cutscene. It's like they just expect us to sit and wait, for 2-3 hours. I did not get the penalty though for some reason. You don't always have to be AFK to miss it there are times it simply just doesn't allow you to accept or give you time to change jobs.
