Is the Artisan's primary tool required (stat-wise) to be able to acquire the Artisan's Secondary Tool and/or Supra?

The Secondary tools are bought off the MB or crafted (3 star BSM for most of them). As for the Supra since it is just looking for NQ items you can make them without the i70 main hand but you need max melds and I think you need to use food to hit the stats for 3 star crafting without the i70 tool.
I found its easier to just get the i70 tool.

I grinded out my artisan culinary primary only then used that to craft relish for artisan glasses turn ins for desynth. I grinded out the 7 supras for the other classes this way skipping the artisan. I had good melds, used FC +10 control buff and food + 40 craft buff to hit the minimum reqs.
With each supra, you can add that classes turn in for more glasses so plan your path ahead of time.
My goal was to be able to craft 3 star with no buffs so i could use cp food so i melded according to those numbers plus max cp. Worked great until 2.4...
Im working on my off hand tools now and may need to remeld my body pieces to meet 4 star reqs without buffs or food, not sure yet as im still playing with the numbers. I did hq my smithing secondary tool on the first try though!
