Alright, so a few days ago I tried to reactivate my account. I kept getting the error 601/401 so I called the support number. At that time I was told that the Square Enix system was blocking my card, that it hadn't even gotten passed that to go to my bank.
My fiance bought me a time card and I was able to resub that way.

Today I tried to register my card again, more than 24 hours since the last error. It once again gave me the 601 error. I called the support number and I spoke to a helpful individual who told me some of the details of why this was happening, namely because my fiance had originally paid for my sub back before I stopped playing. He said he would try to get the block lifted on MY card so that I could go ahead and register it and to try it in 10 minutes, but to check with my bank to make sure there were no issues there.

I have spoken with my bank, they show NO attempts from SE, NONE. There is nothing blocking the 1$ hold, they even said it's perfectly normal as most companies do that anyway. I tried again after finishing with them, and still the Error 601.

WHY, why are you blocking me SE? It's not my bank, it's YOU! I'm stuck with 56 days of play time from the time card, and no way to transfer to the server my fiance is on. This is unacceptable. Your system is blocking this. Why can't you fix it?
