There could be a delay in the processing--I've seen it take up to 20 minutes to post before when they were having issues with processing.

Several ways to get to it. If you load the game's launcher, there will be a link along the bottom for "Support". That will take you to a page with links to a lot of common issues. Scroll all the way to the bottom and click the "Contact Us" button.
From this forum page, you can click the Square-Enix logo in the upper left corner. May want to right-click and open in a new tab or window though--it's a landing page and you will have to click through a few pages to get to the same support portal page: Select your region, scroll to the bottom and click the word "Support", then click the game. Scroll to the bottom and click the "Contact Us" button.
Either path should lead you to the landing page for getting support "directly" from SE. Click the "Get Support" button to start generating your support ticket.
There will be drop boxes and a search box you will have to use first--it is basically making you search the knowledge base for your problem first to see if there is already a posted solution. Note that the terms you search on will be the subject line of your support ticket, so make sure to search on relevant terms (like "Crysta not received"). You likely won't find an article on your problem--but you need to select the categories and run the search to be able to advance to submitting a ticket.
Regardless of the search results, just click the "Next" button to continue generating a ticket. You will get prompted to sign in with your SE Account. Shortly after you sign in, you should be presented with the actual contact options. Depending on the categories you selected initially and the time of day, you may be presented with up to 3 options: Email, Online Chat, or Phone Support. Click your preferred option. Note that the phone number will NOT be a toll-free number.
