It would be an interesting addition, but the game labels the action as tending, which doesn't necessarily mean watering. That's why when it's raining your character doesn't water the plants, but instead kneels down to take care of them. So I take it to mean that the plant needs our attention regularly, not just watering.
A true paladin... will sheathe his sword.
When it is raining you pull weeds out of the bed, at least I get that animation each time it rains. It is "tending" not watering on the ability.
Even if you had the ability to let your garden be watered by the rain, I think it would make gardening a bit too automated at times or too RNG dependent to make it worthwhile.
I've seen this suggestion in the past, and a GM said that there wasn't a plan to implement something like that at this time.
And in SE-lingo, that means it'll probably never be added.
