Rank 20 Leatherwork Quest - The Silent Partners - unable to complete

I am trying to complete the quest "The Silent Partners" but after obtaining Armor Remnants x3, when I check the journal map for the quest it shows a blank map with a quest marker in the middle of it. Is this intended?

I thought it might be a bug so I'm reporting it here.

Steps:
1. Get to the part of the quest where you have to gather Armor Remnants
2. Collect the remnants outside the Leatherworker's guild
3. Speak to Lefwyne and select "The Silent Partners" conversation option
4. Open journal to the quest "The Silent Partners and view the map

The map is blank whenever you're instructed to craft an item, so try to craft the item by going to Requested Items and clicking the quest during synthesis.
