Square needs a stronger hand versus parsing tools.

I don't care if people hiss at me. There is a reason Square does not want these to be apart of the game. They create elitism. You shouldn't be looking at your group for whose fault it is. If you aren't able to clear a fight even though you are passing it mechanics then your group isn't able to clear it. Witch hunts are toxic. If you are claiming that they are being used as tools to help your DPS then to that I tell you that the game makes it very obvious as to what gear or stats are a dps increase. Rotations? The game highlights which skills have procced. The effectiveness between a good player using a parser as opposed a equally skilled/geared player can't be more than 5% difference.

Try playing the game for a patch where no one in your party uses a parsing program. Tell me if there is a difference in the mood in your group. It becomes more about cooperation instead competition. If people in your group are still witch hunting then they might just be toxic players at their core.

There will always be jerks, regardless DPS parser is being used. They'll just find some other reason to blame things on. "Learn to dodge!" "Stop dying!" "Stop getting hit!" etc.

I'm not a big fan of parsers usually, but if somebody uses them just for their own entertainment/improvement, I see absolutely nothing wrong with it. As long as someone doesn't go and tell people that they're doing bad when said people didn't ask, using a parser shouldn't be a problem. It's also helpful to know someone who parses when you're curious about your own performance over somebody else's in the group. Often enough, when someone in DF is playing the same class as me, I get curious as to how well I'm doing, and the only way to know is if somebody has a parser running.

EDIT: Also, until SE actually shows a "stronger hand" against RMT and bots, I think calling for a stronger hand against something that doesn't harm anybody is a bit misguided. From any harassment resulting from parser results, you still have a simple case of harassment which you can report them for and (hopefully) have them punished, but outlawing and persecuting everyone who parses, well... in your own words, "witch hunts are toxic".
