Basically for balancing, otherwise you'll have a ring that gives 20 STR and 120 Accuracy for no cost and you can equip 4 of them at once...then where's the balance?

This is why iirc they said they have to wait and look at the stats as a whole in conjunction with abolishing or reducing the slot costs.
It just doesn't make sense to increase the slot cost for jewelry either. Aren't items supposed to have increased stats as you rank up? That's the natural progression for all gear in this game, so I don't see the need to tack on a higher slot cost penalty for higher ranked jewelry. Especially the way it is now, wearing higher ranked jewelry will actually net you fewer stat bonuses than combining the lower ranked equivalents. I like the idea of having to choose which pieces of jewelry to wear - just not the penalty for wearing rank appropriate gear.
