No, 90% of this forum has "been there, done that, got the tshirt" and are just running the dungeons from roulette or alt classes for rewards. Ive done dungeons like toto rak 20+ times and ill be damned if Im watching the cutscenes every.single.time. I don't force people to skip though, if you don't want to be forced to skip run with friends, an FC or start your own party and make your own rules about cutscene skipping.

I am always happy to wait for new players to watch scenes, unfortunately tanks dictate the speed of the run and I am not a tank class yet but I plan to make one when DRK comes out of which screw the speed runners when that time comes around...if a new player is present I would always let them watch the scenes if I was tanking the places because when I was a new player this annoyed me too so I sympathize more with new players on this topic despite the fact I might have personally watched the scenes a million times before.
