Lots of people play tank. More than enough for most content. The problem, particularly right now, is that not enough people are playing tank (and healer I'd imagine) in low level DF. They need to increase the rewards for needed classes in those dungeons greatly in order to entice existing players to help out new players leveling/needing help with story missions.

My main is a tank. I won't touch low level dungeons. The rewards suck.
