That 32 CP is enough to buy an extra step (on average, of course, since you can't buy just one). Doing that over ing2 gives you more freedom to use ToT and means that you don't have to worry about refreshing ING if your luck is bad.

Exact methods vary depending on stats. If you come up a little short, you could try throwing in a standard synth or seeing if ING 1/2 just at the end of the craft can make a difference.
