Healers typically have HUD setups like that as your focal point is the status of the party + watching your character. Hot bars can be moved out of the way but party frames, focus target, status effects etc need to be in your field of vision at the same time along with what is going on with your character. Yes it isn't extremely visually appealing but somewhat of a necessity... I can hide my UI anyways when I'm taking in the sights

If you have a smaller monitor (mine is a 56" TV) or a better ability than me to see a wider field of vision you might be able to push them farther away and still be in your field of vision.
