[dev1032] Patch 1.18a potency question

I was curious about this statement.

Battle[dev1032] Potency of the following actions (when used as the indicated classes) has been increased:

To offset the implemented increase, these actions will now inflict less damage when used by classes other than those indicated above.

Is this to be read like this? These TP moves while used on other classes received no change from their current state pre-1.18a, or is the potency reduced further from their current state pre-1.18a?

Ex 1. Moonrise does 135 dmg on pgl pre 1.18a, but now does 100 dmg on pgl.

or

Ex 2. Moonrise does 135 dmg pre 1.18a and after 1.18a, but now just does more dmg LNC only.

Will it stay the same and just not receive any potency boost , or will it be reduced in potency further? I was thinking you meant Ex 2. version, but I wasn't sure.
