Give healers and tanks even more rewards for queueing in Donjons ? Yes, it's not far but... There is not enough tank/healer, and not enough reasons for the tanks and healers to do those donjons.
There is nothing to "fix" unless you can "fix" people's prefference for playing certain jobs.
That's a band-aid only effect in very low level dungeons. Hardly a fix.
A fix that only fixes a small subset of the dungeons is not a fix. You can just as easily run 4 rogues with 1 cross classes stoneskin, protect, and cure without wasting time reprogramming the game so chocobos can queue up. You'd be able to push just as far into the dungeons with that setup as with chocobos.
Go fate grind or do levels. That's the real alternative.
Pretty sure you can do 4 ninjas in most of the lower level stuff just by cross classing cure/protect/stoneskin or savage blade/defensive buffs and maybe have one nin wear healer gear and act as dedicated healer. But you'll probably run into the wall around 30 or so, probably the same as running with choco heals/tanking.
Chocobos would never be a suitable replacement for a healer or tank. They're just not strong enough.
I think that tonight I'm going to start a 4-Ninja group and just do the trash of the highest dungeon everyone can queue for and see if that works better than other methods. My ROG is 27 (I think) right now so I'll be trying to get queued for toto-rak I think.
I'll just have to evaluate to see if it is better than FATE grinding or leves.
By the ways leves are pretty decent if you are quick about them.
