Tataroga is the NPC who is supposed to sell the new Emperor gear that lets you make your accessories invisible. However, when I talk to him it only gives me the text: "I'm a personal assistant of Master Wiscard hisself. Don't know the big man? Then, all the 'stounding wards I have---you don't know these either. Farewell!" For me at least, there is no vendor option to purchase the new items from him. I don't have a crafter class at 50, so I'm not sure if that's what the issue is. However, there were no requirements stated in the patch notes for unlocking this particular piece of content.
