The patch notes saysI'm just assuming the 30 minutes penalty based on what BobbinT say here. It does feel strange too if they do add the 30 minutes penalty just from not clicking commence, which I was some what confused in his 1st scenario when he said he have 30 minutes penalty from it. 3 times is a one day lockout though, it is said on the patch note.
"Players who select Withdraw from the Duty Ready confirmation window or allow the window to time out without making a selection three times or more in one day, will be temporarily prohibited from registering for duties via the Duty Finder. This count will reset every day at 16:00 (GMT)."
I don't see anything about a one day lockout. The patch notes says that if you withdraw or miss a queue 3 times in a day, you get a lockout. That count to 3 resets daily at 1600 GMT. So, at 1600 GMT, if you had withdrawn or missed 2 queues before, that count will reset to zero and you can leave another 2 before getting the lockout. And that lockout is 30 mins, same as anyone who leaves a party in an instance.
Anyway, from what I see in the OP, the problem can be easily fixed by making pre-made parties be exempted from this 3 strike rule. Make it affect those that solo queue only (or any party smaller than 4).

The patch notes and the way this thread reads seem to say two different things? Patch notes seemed to say that there would only be a penility if you withdraw 3 times in one day which seems fair to me as sometimes there are good reasons for declining and I do not think you should get a penility unless you repeatidly do it. But the way this thread reads is that you get a penility for the first time (every time) you with draw which seems a bit much. Can anyone confirm that?
This system is absolutely IDIOTIC in design and totally UTTERLY unnecessary.
Simply hide the progress in the acceptance window and you will have killed "in progress fishing" w/o having all these ridiculous side effects.
DO SOMETHING Devs, this current abomination is NOT the answer. (Esp the fact that if one in party declines, ALL get a count WTF)
Well... this too become unclear for me either. I do recall in 1st case that the party leader did withdraw several times prior to the story I said. But I think it was just a normal withdraw, not commence withdraw. Could it be all kind of withdraw also counts?
I just tried purposely withdrawing myself when DF commence popped. I didn't get a penalty this time. Odd... :?
Anyway, bug or not, I think the conclusion I marked with bold still stands though. After all, all party member did get penalized because of that, but it was 3-man party not a full one.
Sadly, as of now, none of my tickets I send ingame regarding that 1st case were responded, and thus... no clear explanation of what happened that time.

This indicates that withdrawing three times or more in one day will incur a penalty, and that the COUNT will be reset every day. It gives no indication as to what the duration of the penalty is. It seems likely to me that this will happen:
1st withdraw: No penalty.
2nd withdraw: No penalty.
3rd withrdaw: 30 min penalty.
4th withdraw: 30 min pentaly.
...
Xth withdraw: 30 min penalty.
9:00 AM RESET HAPPENS!
X+1st withdraw: No penalty.
X+2nd withdraw: No penalty.
X+3rd withdraw: 30 min penalty.
etc. (And shame on you for withdrawing X+3 times!)
well that this penaly thing would give problems, it was a given, but these kind of problems were totally unexpected....which proves that the DF penalty thought of ways to catch you that even programers didnt imagine could happen
I will keep saying it, that penalty thing is totally a mess, it has no place, and is just going to lead to people stopping doing DF for that simple reason..it is far more annoying to see people leave once you are IN the dungeon then prior to enter....
I have yet to play FFXIV with this new update I will let another few days go by that things go less wild....but I sure will be careful when I register ...

This needs to be adjusted.
Just because I'm in a party and someone goes AFK I shouldn't be effected.
Gladly I basiclly only party with my wife and I can see her sitting in the same room and could even click for her.
How long before there is a bot that auto click, hoping you get back before vote to kick AFK comes up. Starts happening to avoid getting locked out.
1st withdraw: No penalty.
2nd withdraw: No penalty.
3rd withdraw: 30 min penalty.
This would be enough to stop it from happening.

Since there appears to be a bit of confusion, I’d like to explain a little bit about how the Duty Finder penalty system works.
After the participants have been matched together, penalties will be counted in the event you press the “Withdraw” button or fail to press any button at all in the allotted time frame. As long as all of the party members have not been matched together, leaving the queue will not count towards the penalty.
Also, in the event that you queue up to the Duty Finder as a party, if one party member withdraws when matched, it will count as a penalty towards all of the party members. This excludes times when you queue as a complete pre-made party. Withdrawing in these instances will not count towards the penalty.
*When it comes to Crystal Tower, immunity for the withdrawal penalty only takes place when you queue as a full, pre-made 24-person alliance.
