    oops... forgot this tidbit wen I posted earlier. Have you enabled .Net 3.5? Those installers might make some calls that were deprecated in 4.x. Enabling the 3.5 framework should workaround that. It's under the programs/features snap-in, Turn Windows Features on/off (can just run appwiz.cpl instead of drilling through control panel). Users of 8.1 that may be looking for this also, I think it's under a sub category for Legacy components or something like that.

    I've managed to solve the issue, but not the way I would have liked.

    I ended up buying a copy of Windows 8.1 64-bit and upgrading to that.

    This then allowed me to run the DirectX End-User Runtime web installer and run the updates.

    I then needed to upgrade my graphics drivers to be compatible with 8.1, then I've been able to play ever since.

    I guess I'll never really figure out why I couldn't fix this on Win 7

    As i said, it sounded like catalog root store corruption, this would cause all files that were digitally signed within a certain date range to appear corrupted and unable to be installed properly.

    a reinstall of win7 would likely have resolved it.

    but not worry, you'll have a free upgrade to windows 10 once its out.
