ShaolinMike is correct.
Stealth works just fine against trash in tamtara, but the second your party engages a boss fight stealth is automatically dropped.
Considering the mess a 500/400 potency opening attack can do if the tank hasn't properly gained threat, I'm going to assume this is working as intended and the reason NIN gets the Suiton effect later on.

Of course you can't stealth past mobs in dungeons. Can you imagine? Just go into every dungeon as 4 rogues/ninjas. Walk past all the mobs and directly to bosses lol.

Uh yes you can, i've been running 4 man rogue PF groups in the past 2 days and when we get lazy of killing mons we would use stealth and walk past the enemies. Pop sprint 1st then use stealth as ur character will then go into speed walk mode.
Ofc their will be specific enemies with true sight but those we will have to find and confirm etc & ofc bosses will see you when ur party engages etc.

Supposedly it doesn't work on enemies that are 10 lvls above you. This only applies as you're leveling to 50 though.

Also, bats...those damn pesky bats...
