Apparently different motherboards, and different OCing ways, will yield differences in the effect OC has on timekeeping in-game. My brother's machine, also OCed, keeps time beautifully.
I wish one of the moderators could comment on this; hopefully someone noticed in testing, at some point.
In the meantime, its no OCing for me.

Whats your CPU/MOBO chipset/RAM/GPU?
hm I'm running at 3.6 from 3.0GHz and the timers are ok. Maybe it's only certain CPU's. I'm using an older C2D e8400.
I'm overclocked also... Core I7-980x @ 4ghz, maybe that's my issue is the overclocking... but don't want to down clock my computer for a game.
I had this problem in January but it seemed like it was fixed at some point.
My computer is not overclocked.
It really only occured when I equipped the ability "Axemanship". My abilities would be "ready" 2-3 seconds before they were useable again... was annoying hitting the buttons for 4 seconds to get the ability to work since it wasn't actually done cooling.
Maybe their fix for the original issue is now causing problems with OC'd computers?
A 980x at 4ghz is a discontinued piece of garbage... you should send it to me for disposal....

in all seriousness you could run it at stock 3.33GHz and still have the biggest e-peen in the room...
the 990x is all of what? 113Mhz faster, same die... same OC headroom....
I will go as far as saying only certain (And very few) applications will see a real world difference between 3.6, 3.8 and even 4.0
I swear if you tell me you're running like 24GB of 2000MHz Ram and something like dual 590's or 6990's, You and I are gonna have problems....
Probably some OCZ RevoDrive or something like that....
