You're right. I'm still used to the system of getting somewhere before you can teleport to it. Not sure I'll ever get used to or remember this option exists XD

Closest you can get is the ferry, which will not let you board until you get through the level 15 quests, again as others have said, and at that point you may as well just use an air ship (120 gil) directly from the city. It's a water locked state. Unless you start there or use the FC teleport mentioned above, there really isn't any way to get there at level 10 on your first class.
