14 is not huge, ask Foresight.

The crafted accessories were not BiS unless you were in Savage coil. The same is true of the Wootz set. Its barely better then the other i110 stuff but if you are pushing progression then its worth it.

You also can't cap i120 for 8 weeks.(left side only) i130 is all RNG from Coil since tanks are not getting sands anytime soon and when you do get a sand you'll use it on your Augmented sword.

Isn't the main reason people choose higher ilvl for tank because of higher Str?
I have never played around with crafted left side, so am not sure how much Str you can get from crafted i110, but I think it should be less than i130?
