I couldt find artisan's recipe, is it consider 4stars/under MASTER II book ? or do i missed something ?

Yes. Artisan, Forager body pieces and the i110 DoW/DoM gears are all 4 stars.

However, the Artisan off-hands are 3-stars. You should have it in your crafting log if you have already unlocked the books prior to patch 2.4
