That's way off, it's roughly 13-14 parry per 1% (or roughly .078 % per point). We don't know exact numbers but those are close enough idea.

But your second sentence kinda nails the crux of it, it's just preference. Very slight dps increase or slight survival increase. I prefer the latter but there is no right or wrong answer. The secondary stats are just kinda crap in general and it usually comes down to what piece of gear you can get that has the highest ilevel(and lets you hit acc cap, of course).
