Yup. Most times the full notes aren't available until after the servers are back up. Not sure where people are getting 12 hours before from.

edit. Though now that I think about it that may have only been the patches early in 2.0. I think the last few big patch the notes have been released a few hours before going live. SE seems concerned with people getting an advantage on the market if they have too much info. So the later the notes are released the less time there is to go over them and prepare your plan to take over the market board.

Ya I'm getting antsy. But I'm actually surprised how patient people are being so far. Expected there to be like 10 different threads by now asking wheres the download and patch notes.

They've already stated in a JP translation that they won't be releasing it before patch, I believe. There were notes that weren't suppose to go through, so they stopped updating till then(?)

Now if I can actually get on reddit for once I'll link it. If it's even relevant that is.

Hello there! Regarding the "Patch 2.4 Notes (Preliminary)" published the other day, we have apologies and announcements. Originally, in order to minimized confusion and impact on the market, it was our policy to mask new recipes being added when publishing preliminary patch notes. Except this time, there was a mistake, and the DoH armor recipes were described. Although we considered deleting the information, the information has spread rather quickly and given the high visibility of the patch notes, deleting the information would create a larger information gap in terms of what the public knows and what is available. Thus, we have decided to leave the information as-is. For the fact that this information has influenced the market prior to the patch release, we deeply apologize. We have no excuses. Additionally, with respect to currently unpublished armor recipes, they would influence the market further, and as such will be published with the full patch notes after patch maintenance.
EDIT (10/25 11:00) Because it was also confirmed that DoH armor recipes were available in languages other than Japanese, we have decided to add the recipes to the Japanese Preliminary Patch Notes. There will be a few announcements regarding this and we apologize for the confusion.
So as to not allow this sort of thing to happen again, we will continue to ensure standard operating procedures are carried out. We thank our players for their understanding and cooperation.
Regarding any other mistakes reported and/or confirmed, we will subsequently correct those errors.
