We've posted it over and over in the forums about how those IP's are invalid, and how to find the proper IP's. At least in the post you sited it actually gave the DNS names of the IP's... which should be a big clue that it's not a game server: eu.square-enix.com (go ahead... click it). But anyway... now more people will <hopefully> note that those addresses are invalid as game servers.
The front-ends for our worlds are still up, so the IP's are still responding to pings... for now at least:

The lobby servers are currently offline though, so you could only ping the world servers by their IP's. Just don't know which one your client is using yet.
