all saints wake bug

Hi

I have been trying to cast the festal cant to complete the fate 'yes we can't' in Uldah.

I have tried as white Mage and Arcanist. The spell is on my pet bar.
It goes orange when on target. But then nothing - it flickers but it does not cast.

I cannot finish this quest and it is very frustrating. I have also tried to log out then back in again.

Please help, I think it is a bug.

Steps:
1.In the quest "Yes we cant" I am WHM class and I talk to Ogre Pumpkinhead and join the Yes We Cant Fate
2. I talk to Unusual Illusionist to transform to a creature
3. I use the pet hotbar 'Festival Cant' on suspecting citizens - the orange circle fades briefly on the ground but nothing happens - no character animation as if a spell is being performed, no reaction from casting on spectators or even THMs
4. FATE ends and I receive no items
5. This happens no matter how many times I perform the FATE. I have changed to try do it when ACN level 18 and this still occurs
