Just hit 16 on my conjurer. I picked up Arcanist while in Limsa but haven't leveled it at all.
Should I keep playing conjurer and proceed with main quest chain or should I level my Arcanist a bit?

There's no harm in you working on levelling your Arcanist now or waiting until later on to do it, it all depends if you want to prioritize the main story over it or not.
Main thing to keep in mind that when you hit level 30 Conjurer you definitely want (or rather need to for the sake of people you'll be dungeoning with) to level Arcanist to 15 so you can access the White Mage job.

Another thing to check into is what cross class skills you can carry over and use with your WHM later. This is by no means something you need to worry about RIGHT NOW but when you get into end game content you will want to make sure to level Thaumaturge to unlock the skill Swift Cast so that you can instantly use Raise in the heat of battle. Arcanist also leads to some useful skills down the line as well. But like I said, save these things for later and just have fun for now.
Personally I'd level conjurer to 30, get your chocobo (level 21) and do the level 30 chocobo quest that let's it fight with you.
The other two mage jobs you level up will have the armor bonus (which I believe is 50% more experience points as long it they are lower than your highest mage job (someone correct me me if the number is wrong)) and your chocobo buddy will be there to fight with you. Both of which speed up the leveling process a lot especially up to level 15. Having resting bonus available helps a lot so always log out in a sanctuary (you can tell it's accumulating if you see the crescent moon icon to the right of the experience bar).
Next I would level up arcanist to 15 to get the whm job (or even level 34 to get 'eye for eye' which you will need eventually, especially for endgame). Finally, I'd level up THM to 26 to get swiftcast because swiftcast-raise is awesome and can mean win or loss in some situations.
One more thing, do the daily roulette for low dungeons and Guildhests. They give a lot of good experience points.

I'd go with 'after you get your Chocobo mount'. It just gets so much easier to go from place to place.
Side note on the Chocobo. Only thing that sucks is that you can't use the DF while the Chocobo is up - because it considers you to already be in a party.
I wish they'd fix that.
