Not really, they are only accepted in Limsa Lominsa and because they are merchants, they don't live there. Amal'jaa lived in Ul'Dah some years before the 1.0 but they didn't manage to get along with the others so they got kicked out. Beast tribes are also called barbarians ( not sure if it's that in english, but it is in french and japanese ) for that reasons, like how the greeks called the ones that didn't belong to their city-states.

I don't see any representative of Yugiri's race living around Limsa, Ul'dah or Gridania, except Yugiri herself (who's a refugee).
There's also moogles in every cities.
And the reason the Amal'jaa got kicked out is mostly because when the whole Empire/Primal summoning started, it started to get a little... tense between them and the other. Before that, they were accepted just like Goblins and Qiqirns.
What I mean to say in the end is, the difference between a beasttribe and one of the 5 races isn't simply "they are accepted in city-states".
