Does anyone think the Swiftcast nerf was too harsh for BLM?

This is news to me, what exactly is the swiftcast nerf?

50% potency of whatever spell it's used with.

Also caster lb casting time got lenthened.

Also if you start that lb and cancel you lose half your lb bar.
