Lol the CPU is perfectly fine. For higher settings in this game only a GPU-upgrade helps. Any quadcore with more than 2.6Ghz is fine for highest settings. Getting a fast SSD helps with the stuttering when many players are around.

unless i overlooked it you didnt mention your harddrive. anyway, if you dont already, put a sata3 solid state hard drive in. You can get a 60-100 gb one for pretty cheap and put you os and games on it and use the other one for media. If you got some extra bucks get 2 of them and run them in raid0. Its like meth for you pc.

You can increase shadow detail, texture quality and texture filtering to highest. AO and DoF should be off. General drawing quality doesn't really increase your quality. Instead it just scales the rendering resolution(8=display mode resolution). Anything higher requires multiple GPUs or a very very fast one.

also i have an amd quad core 3.0 that i had overclocked to 3.8, it works fine normally but ffxiv crashes on it. I scaled it back to 3.6 and never had a problem again.

I would set the multisampling to 2. Seems to be the fastest and safest mode for now. Multisampling can cause errors though depending on the AMD CC gaming settings(like bugged textures).
