Can you access the EULA from this link?

    http://frontier.ffxiv.com/arr_win/eula.html

And do you also see a checkbox and a grayed out "Next" button that changes color slightly when you hover your mouse over it?

If neither is true, then either something is interfering with transmission in route or the supporting browser technologies have gone AWOL on you. Have you tried rebooting yet? Sometimes this is needed to reload some changes made to the system. Also, check your security logs to see if something is getting blocked when you load the launcher. Maybe changing your DNS provider can help (common suggestion for PS3/4 issues, but applies to Winblows as well)--could try Google's. Also may be worth checking for browser technology updates--if any were done recently, may be worth trying to roll them back (Micro$oft has been known to break things with Windows and IE updates).

If you can't find something locally blocking access to content from the frontier server, there may be an issue at your ISP's level or further up your route that may simply take time to resolve--might want to contact them just in case it's something they can look into.
