Garlean Invasion(Gridania) Bug: Does not Start

Steps:
Roysia NPC spawns at camp tranquil.
I invite some LS members to help with the event and we gather just north of camp tranquil. The NPC continuously yells about the invasion, but neither the NPC with the chocobo spawns or the Garlean mobs. I waited for about an hour before giving up on the event. Eventually, the NPC is gone.

Later, I teleport to the Ul'Dah and check the NPC there, and he says the invasion is north of camp horizon. I teleport there to find no NPC or invasion.

On a side note: what a big waste of anima. -_-,
