It technically is, as I believe Ravana wasn't a boss actually? But a normal enemy in Vagrant Story. It's like saying how the XI Garuda wasn't a FFXI Original because it was a normal mob in previous games.
Nonetheless, the only similarity between the two are the numerous limbs. They look very different in appearance:

Yay!! Finally two totally new primals that aren't reskinned versions of FFXI's!
Wonder if Ravana will tie into Gilgamesh gaining his additional arms.
Ravana has the same roots as the Naraka monster family in XI. Given what those monsters are like I expect this Primal will be brutal.

This actually follows the way summons are introduced in the rest of the series quite well. They start with a core group of well-established ones, almost always with Ifrit, Shiva, and Bahamut. Then Leviathan, Ramuh, and Titan are often added as well. After a good amount of previously used summons is in, then they start adding unique or semi-unique ones just for that game.
