I think this is the main reason not to release them before the servers go down. The people who got a market advantage were those who realized the preliminary notes were up. By the time I realized they were, the market was already in chaos.
Obviously there's no way to make it fair for everyone, but saving the information until the servers are down is probably the best they can do.

That's why I said, state a fixed time that the patch notes would be up, so that people knows when it will be up and read it.
No different from what was before because there is a fixed time that your server will be up for you to visit the market board.
This time's "accidental" release of full patch notes made me realized that it would be really better pre-patch because there is time for you to prepare before hand. Things like Wolfram Ingots, Cashmere Cloth etc etc needs to be crafted and you can craft them before hand instead of wasting time after server is up to craft them.
