On that premise, I think you are safe with new mechanic. Even if it happens to lose duty twice out of 4, you still have got no penalties. The only worried have to be the players that really are playing withdrawal duty. Most likely tanks and healers, don't think a dps will withdraw at ease on DF.

and this just dosnt effect us as gamers are us personally it effects people around some of the players i know we arent all that bad but i know alot of screwed up people who play online mmorpgs
