I for one am glad for this after trying to run a friend through a dungeon the other day and having it pop at least seven times... only for someone to immediately withdraw. It took us almost half an hour from the initial pop to actually get into the dungeon, which is just ridiculous. There should absolutely be a penalty for that sort of thing.
