This is an utterly IDIOTIC change.
If you want to eliminate "in progress fishing", do what Blizzard did: HIDE THE PROGRESS.
It's so friggin easy to miss that 45s window, esp when you're waiting 45mins+ as DPS.
Just play in windowed mode and don't maximize your browser window.

I just hope they leave the pvp queues out of this since it is different. and queues can be abouit 200min+ sometimes (and they always pop when I go to the bathroom)
But I think some of you got it wrong.
If you read the path notes it says "if you get 3 strikes or MORE you will be TEMPORARILY prohibited from registering for duties via the Duty Finder.
Which to me means that if you do it 3 times you will get say 30 min lock out, and if you do it one more than after 3 you will get that penatly again everytime you click withdraw until the reset
And it seems some of the people in the thread thinks you are locked out the entire day

We have no data on the duration of the lockout.
I also doubt that it will last the entire day.
However there is a MUCH more elegant solution to this problem that doesn't do collateral damage to poor sods that needed to pee at the wrong moment.
Seems pretty clear from this that 3 withdraws locks you out until daily reset.Players who select Withdraw from the Duty Ready confirmation window or allow the window to time out without making a selection three times or more in one day, will be temporarily prohibited from registering for duties via the Duty Finder.
This count will reset every day at 9:00 a.m. (PDT).
Patch notes are too vague to discern how I feel, since the exact punishment isn't listed. I think a 10 minute punishment might be acceptable per 3 withdrawals, but 30 minutes would be too long.
Don't give so much hate to the people who fish for in-progress queues. Sure they are insistent on it because they get their dungeon clear faster, but if there wasn't a motivation like that, then no one would queue in progress. People would feel much angrier about people who quit, even if that person had legitimate reasons for leaving. Right now most dungeons/trials with missing players can replenish their ranks fairly quickly, and it should stay that way. If it's so annoying to have people withdraw, make the process smoother for both parties and make a separate queue for only in-progress dungeons (with the option of queueing for both at once).
IF the patch notes are translated correctly it doesnt tell us the duration but it does tell us that it is not an entire day

truth is this is going to be rlly unfair to us dps some times are ques are literly 3 hours and some times while waiting we need to get up get a drink ~_~ and u rlly think we should be have to cancle are que when we already have forever que i agree this should exist but it shouldnt for dps fact is if a dps is a trolling a duty they are punishing themself so even if we leave a duty the only one we are hurting is ourself cuz we gotta start it back up for another hour are more im sorry but this really should only apply to healers and tanks there ques are only 10mins at most they rlly have no exucse and can easily get away with trolling a duty us dps never can ~_~
fact is without a tank or healer with us dps are ques can go up to 4 hours and ya ive had a que go that long before
and if not us dps rlly should get a less harsh punishment because honstely u rlly think im going to stop queing for a dungon that it takes me over 3 hours to get in to just cuz i have to get up and get a drink or cook something ~_~

There's already a penalty for quitting a duty. It's called a 30 minute lock out.I think the 3 in 1 day penalty is a bit harsh, unless you can still go into content as a full 8 man group. Also kinda sucks if you're trying to join a friend's in progress queue and it tries to throw you into a different queue. Either eat the penalty or run the content.
I don't know, I really don't think this change was necessary. ST is probably the worst offender and even it's not unbearable. If anything, I think rage quitting should be the one getting this kind of penalty, not queue withdraws.
