It said the timer would reset each day or something along that line, I think they mean the amount of times you can time out or withdraw from queue.. It would be flat out stupid if the person was locked out for more than 30 minutes and hurt SE in the long run.
I believe after the third one and each after that you'll get a 30 minute cool down and that would reset at the end of the day so you would no longer have the 30min cool down the next day unless you did it again.
Consider this: many people will e leveling ninja and want to finish their almost done fate or levequest while sitting in DF queue. only to not make it in time. So I think you'll just get a 30 minute lockout. No be locked out from dungeons all day.
The ninjas trying to finish their fates or leves can just sprint away from the fate to get out of combat or do the same with the leve to exit it in 45 seconds. They're wasting 3 other peoples' time, not to mention their own sitting in queue, by not accepting asap.
I am so happy they are adding this feature. I can see all the people on here complaining about it, and all I hear is me, me, me. Get over yourselves. You are playing an MMO, and when playing such a game, you are playing with other people. When you que for an instance, there are 3, 7 or 23 other people who are also waiting on you. "What if I have to pee?" Really? 3 times in a row? Don't que for a dungeon if you are not prepared to enter it, interrupt a synth, lose a fish, exit a FATE. If some emergency happens and you have to leave your system and you miss the que, no big deal. You still have two more chances. If you are having constant emergencies throughout the day, maybe you shouldn't be queing fur dungeons. Quit complaining

I personally never do leves or FATEs while queued up, especially as a dps, since the wait times are so unpredictable. At least tanks and healers can predict their queue times.
they're going to need to fix the thing about not being able to commence while in combat (going hand in hand with the inability to change classes on the fly for df). that accounts for 99% of my missed dfs.
So it sounds like it all boils down to this. When you want to DF:
You will not craft.
You will not gather.
You will not do Fates.
You will not do Leves.
You will not do anything that will otherwise make you change back to the class you DF in.
You will not Alt-Tab out of game.
You CANNOT level up Chocobo while waiting.
You must know in advance, that within the next 2 hours while waiting for DF, that you will not have the need to get a drink refill, use the bathroom, or any other reason that may take your eyes off the screen.
You CANNOT wrap up your retainer work when the DF pops, because the game will not allow that, nor will it allow you to commence with retainer windows open.
