Keep up on punishing the crafters.
If the duty pops, you can either forch botch the synthesis, force an NQ, or (after 3 times) don't DF for the rest of the day.

What's he talking about? I did not find any issue with Crafting while waiting on my Haukke manor run to queue several hours ago... And it was HQ...
Nowhere does it state that you cannot DF for the rest of the day after 3 times.
MANTASTIC: I got 1017 problems, but playing FFXIV ain't one.
Llyren: Lala Tanks hit point density levels attract small planets

quoting from prelim patch note 2.4:
I don't understand the reason that lead to decision for implementing this punishment. Seems like SE forcing us to stare on the game more intently and having hard time to do stuff to kill time like crafting or alt-tabbing to browse web and stuff.Players who select Withdraw from the Duty Ready confirmation window or allow the window to time out without making a selection three times or more in one day, will be temporarily prohibited from registering for duties via the Duty Finder.
This count will reset every day at 9:00 a.m. (PDT).
I remember each time I log in on XIV 1.0 that it always pop message about real life stuff reminder and never abandon those that takes priority. ARR don't have such thing anymore. In fact, it seems to force us to neglect RL more.

Actually I like this change. ST is a grand example for this... 24 players waiting to for the damned dungeon to queue, there's always ONE person who times out 2-3 times or ultimately withdraws from the DF altogether, while others have been queued for a long time.quoting from prelim patch note 2.4:

One night it triggered 5-6 times after waiting 30+ minutes then had to wait 20 more minutes on it to trigger 2 more times then finally after a total of (iirc) 1 hr 06 minutes... If you are preoccupied with another task, don't clog DF and inconvenience others that have been patiently waiting. If you need that HQ item, ya better craft it or be sure you can complete it before DF triggers.
Furthermore, it's not making you neglect RL at all. If you are not available, don't queue and hold everyone up. It's simple really.
It's actually more inconsiderate to queue up when there are others that also don't have much time to play are being inconvenienced by the hold up of people walking away when DF triggers multiple times, waiting to finish HQ items on everyone elses time that have been waiting, or organizing retainers etc...

Maybe they could implement a system where the ppl that have confirmed already are put into an advance queue while it searches for someone to fill the missing spot?Actually I like this change. Or maybe they could implement an (exponentially) increasing lockout before you can DF again to punish repeated offenders.
Trust me. I played frontlines before they implemented the "start frontlines even if one GC have missing players". And those you mentioned about ST is nothing compared to those.Actually I like this change. However you have to understand that not all who withdrew are trolls. A lot are actually legit withdrawals.
Your justice system is punishing the innocent just because you have unreliable evidence that make them look guilty.
Dude, as if I can control who or when the DF pops. And if I exactly know when the DF would pop, I would create a countdown timer and 2mins before the DF pops, I would stop anything that I would do and prepare my gearset so that I would just click commence when it pops. The DF trigger is not even controlled by RNG. It depends if there's one guy who decided to do the trial that I'm also planning to do.
I'm not even talking about RL. I'm talking about trying to keep myself sane while waiting for DF.
You think we have the luxury of time? You only have to wait a few more minutes for the trolls to dissipate. We've been waiting for hours just for the DF to pop. It's actually more inconsiderate to queue up when there are others that also don't have much time to play are being inconvenienced by the hold up of people walking away when DF triggers multiple times, waiting to finish HQ items on everyone elses time that have been waiting, or organizing retainers etc...

You do realize that my post was not direct at one person, but more the "general" public right? Most are trolls that withdraw while waiting for that one DPS to queue ST. Yes I get the fact that others either given up on the dungeon from annoyance of waiting longer than the time I posted I did, or found something else better to do.
But I'll conclude my response with a famous saying: "My post wasn't for you, but if the shoe fits. Feel free to lace that bitch up and wear it!"

Because maybe I'm tired of waiting for a Duty to pop and when it finally dose that person withdraws? Boom waiting again because that person DF popped at a time that didn't suit them?
