By this I mean allow people to do coil/obtain CT loot once per week PER JOB instead just once PERIOD. As well as having each job have its own tomestone count (not to be shared between jobs) so that we can potentially gear out as many classes as we want if we have the time.

It would be nice to be able to experience all the new content coming out on multiple jobs while still being able to commit to a static raid group that requires me to be on a single job.
You could funnel all the tome stones to purchase things for only one role if they keep it as is. i.e Accessories can be worn by any class. Plus, the recent sets are shared by multiple classes making it even easier.

Rowena weapon tokens are universal, so you could stockpile those, too.

They would have to redo the entire purchasing system to only buy the class you are on to implement a class specific tome allocation.
