Looks like you are having a bit of trouble answering a couple honest questions with your useless response, allow me to help you.
1. Yes you had to participate in last years event in order for the items to show up in the salvager shop, otherwise you'll have to purchase them from the cash shop.
2. I guess you can say the items are tied to the achievements through the quest chains, when you complete the quests you get the items as a reward and an achievement. I don't think they are tied to each other in the way that if you purchase the items from the cash shop that you would unlock the achievement.

Hence, why it's available in cash shop soon. Considering the other 2 posters and yourself said cash shop - I think it's pretty obvious. DUH. No need to get all offensive LOL.

I believe they're going to be in the cash shop for you if you didn't do the quest last year.
And I am not sure if the calamity salvager is tied to achievements since completion of quests was the only criteria listed in the patch notes that determine what he'll sell to you (iirc).
The calamity salvager is just a lost and found for items from previous events you've already completed. It isn't an event vendor, it won't sell you anything you haven't owned in the past. Normally there'd be a vendor in the general area the event starts, but those vendors have been removed from the game for the cash shop.
Not only is it in the cash shop, if you want all of 'em, gotta fork over $30 for what we essentially paid 500~ gil. If you wanna be real technical then we did pay $15 subscription for the month to be active, though not exactly all we did that month either. :P
Heck, that quest was about 20 mins worth of walking around and clicking NPCs. We got those items at a steal compared to those prices lol.
