I don't believe that is true. Do you have a link where that is proven to be the case. I believe Zeneith is the only way to get an ATMA. You can get an Alexandrite with other weapons if I'm not mistaken.

with the amount of FATEs i did while waiting for Q's whilst leveling up my second 50 makes me wish they would implement a half the drop rate (which after 2.4 would be what the normal drop rate is lol) for lv 1-50 pre relic. Basically they can drop at any time/any weapon but no relic would be half the normal rate.

That is indeed false, the quest has stated that a Zenith Weapon needs to be equipped in order to get an Atma.
Alexandrite Laysa is correct you can get those with Animus and Novus as well
And the drop rate is being increased to double, so that means like 2% now
