Actually if u didn't beat the seasonal event you cant purchase the items its only if u have beaten it before that you can re purchase them, so your argument is invalid sorry to inform you, but wrong.

I think you're talking about the calamity salvager. You're correct that it sells to you only if you've done the events, but what the other person was talking about was the event vendor npc. Up until now, there were always vendors that were placed in the game during the event and taken out once the event ended, and they'd sell last year's event items for gil. That's how all the newer players were able to get access to the older yukatas and bikinis back during the summer event.
