The tome gear exists because if patch 2.4 came out and the only way to obtain i130 gear was through Final Coil, the amount of rage on the forums would be glorious unbearable.

And it would be possible to do it like that: T10/11 tuned for i110-120, and T12/13 tuned for i120-130. People were clearing T6/7 with full i90 so don't say it would be impossible for that to happen.
