Nice post OP.
I think it should be added to the Party Vote System. -> Vote to Win!!!!!
Only issue might be the players in i110 with 20% Echo who are stuck on T5. They might not know how to use the voting system.

Raid content is optional, just like the whole game is optional? Right I really get that. If that is your definition of optional. And if content difficulty is NOT adjusted for 99% of the players will be be effectively forever.
Gear level never equal skill. Nor does the echo buff. People who just do not have the time to work on it to memorize the fight will never be "good" by your measuring stick ever, so they will be stuck forever.
How gradual is gradual. Adding echo and nerfing mechanics at SE schedule is gradual. The didn't do it 1 week after release. They didn't even do it for 2.3 at 3 months later, and it is 6months now more or less with SCOB. So you just wanted gradual your way, but SE has their way and I think they well know based on their stats from clears by players that the player base like that gradual pace much better.

It's not tied to progression, it's not necessary to clear anything, every drop has an equivalent that doesn't require raiding. The story is going to be available through story mode Coil eventually. The only reason to compromise the difficulty of the content is because people are too lazy to put the effort into the fights as they were designed, even after it's already been de-facto nerfed by iLvl raising well beyond what it was intended to be cleared on. Most of these players have no interest in learning or even attempting to do these fights as they stand, they just want to log in and collect their High Allagan gear and feel good about how cool they now look that they have something that was previously off limits to them. Then they get stuck on the next stage of Coil and the cycle continues.
whooooooooo caaaaaaaaaaares.
By the time this happens, High Allagan gear isn't going to be the top tier. It will be basically filler/vanity. It will command the same level of respect that normal allagan gear commands now. The content being nerfed is ooooooooold. The benefits of more people clearing this stuff (continued subs) far outweigh the drawbacks of nerfing it (small % are butthurt).
You left out the most important part of the equation, and thats these folks continue to pay money. This benefits everyone.
Primeval Brew was more of a solo farming item. I used it to give wins to ls ppl when I couldn't get a monk or rarely other ideal tank for the boss. They let you make the ridiculous abysea farming solo instead of group content, 75 isgenbind hearts for instance. Imaging taking 4 ppl to farm atmas for one person (full context 1 heart was guarenteed 2nd was rng).
What are the purposes for for 110 soldiery gear? The application is for SCOB. For everything else, you need only need hunt myth gear. BTW you are correct, "it's not necessary to clear anything" and people also do NOT have to play any games, MMOs much less or this game in particular.
Calling people "lazy" or "no interest in learning or even attempting to do these fights" does what exactly? Makes you feel superior to them? So what if " they just want to log in and collect their High Allagan gear and feel good about how cool they now look"? They have waited their 6months, what is so wrong? (I my opinion the only HA piece that looks nice is the WHM body piece.) They will have to wait the next 6 for final coil too and earned it thru their patience.

Second Coil, and its accompanied gear, is due to become obsolete very soon. It is in the nature of ALL MMOs, since damn near the advent of MMOs to nerf old content that is no longer relevant.
I LIKE the fence. I get 2 groups to laugh at then.
The tome gear exists because if patch 2.4 came out and the only way to obtain i130 gear was through Final Coil, the amount of rage on the forums would begloriousunbearable.
And it would be possible to do it like that: T10/11 tuned for i110-120, and T12/13 tuned for i120-130. People were clearing T6/7 with full i90 so don't say it would be impossible for that to happen.
Yes, because when SE says is based off of X data, that's how it is. They can see it all. Just like how scanned everyone's gil to come up with housing prices. Yet, when they need to look for gil buyers, it suddenly gets silent. They're a business. Of course they will tell us something to back up their decisions... With your theory: if there was not a single thread about Coil's difficulty, they would still nerf it based on their data. I highly doubt that. There is no "vocal group" getting their way. If you listen to what SE says, they make coil easier based off of clear rates. They have access to the data of how many players have cleared it, and are choosing to make it easier based off that data. Maybe that should tell you that a lot of people are not clearing it.
Do you (or your FC) run Coil? I'm just curious.
