Again, keeping the same stats AND adding another one is opening the door for a lot of inbalanced gear.
And ilvl110 gear will still be useful for quite some time, so we can't just brush it off by saying "Everybody will use items created after 2.4 in endgame"
Its really not a big deal though a little bit more survivability on MNK and NIN isnt going to break balance. Keep in mind that there were also plans on improving DRGs mag def so it could be a tradeoff for MNK/NIN for that.

And if you consider it to be unbalanced against ranged dps/healers i think a little bit more survivabilty for melees is probably fair imho.
