That doesn't mean they won't add a jump potion. Just that you have to go through ARR and Heavensward if you opt out of purchasing one should it be made available.

If anything, that would hint towards a jump potion. You can either;

A. Level as normal and do every quest to reach the expansion.

B. Buy a jump potion to 50/60/70 whatever and skip the story.

I'm sure it will be a reward from GC squadron (need a job at 60 first before jumping to 60 with another job).
Every EXP scroll ingame is already related to GC.

Where do people keep getting these budgets from? Haven't seen anyone link a source, other than the investor relation's page which doesn't have any Stormblood information.
