    The reason for the maximum TP pool is measured in thousands rather than hundreds because of FFXI and because of TP GAIN not TP USE.

    In FFXI some weapons gave decimals worth of TP because the game was not designed to accommodate fractions of a point further than .1. For example swords gave 9 TP per swing (which is a nice fraction of 100) but scythes gave 11.2 (or something) (and don't quote me on those numbers, it's been a while) Which is a much less "pretty" number when dealing with calculations. (and using those numbers in the future of the game)

    So lets move up to FFXIV.

    Rather than deal with decimals for TP gain, they decided to use a larger BASE number. Swords can give 90 (instead of 9) and scythes can give 112 (rather than 11.2) The SAME TP gain per swing in BOTH systems, one simply has a larger "base". Both however are the same fraction of the total. (300 and 3000)

    It is the same "system" as 11, but now they can be more precise with EXACTLY how much TP they want to give per swing, as well as make things more diverse later on when effects come into play that effect TP gain per swing.

    Now they can get as precise as 11.26% (of the total) if they wanted "per swing" and not have to deal with a single decimal.
