It makes sense to me. Nerfs help people with gearing up their jobs by getting clears on old content. The story mode helps people that don't care for those items or rewards (tomes, etc) and mostly just want the story.

If you took all rewards from old Coils and made it super easy just for story, people might never set foot in it again after doing it once. If you implement a story mode alongside it though, you get people that clear just for story and move on with their Eorzean lives never really wanting to try the battles or go for the items. The nerfed coils would still be there for those that want those gear (for alt jobs or for glamour) and other rewards (tanking achievements, I guess).

If players want the rewards (Even if it's for vanity) you should clear the content as it stands, if you want it for progression/story after the content is no longer relevant or done then you should go through story mode if you aren't able to clear it as it was on release. Nerfing it and then just releasing an alternate route later is just a waste of development time. I'm fine with this story mode idea existing, but it should come along with Coil not getting nerfed during its actual content lifespan anymore. If people want to gear up their jobs there are already Myth rewards and Hunts/Roulette -> Soldiery Rewards which are either equal or better to anything you'd find in Coil 1 for instance (And when 2.4 comes out Soldiery will too be presumably uncapped providing an alternative to Coil 2).

If you want rewards -> Clear the content the way it was designed
If you want progression/plot -> This alternate option will now exist

No sense in nerfing the content and then providing an alternate route on top of that, players should rise to the challenge if they want beyond what they are "entitled" to, which is my mind is the story + ability to access content.
